The Haiti Timeline is a project that aggregates the information coming out from Haiti and places it in a Timeline. The hope is that CC wiki participants will develop a knowledge base of what should be accomplished in each key time period as the crisis develops and log progress to date. All times should be in Haiti local, EST (UTC-5) format for consistency.

Status

Who and what: NGO response, comm status

Who:

NetHope members: 18 members have permanent presence on Haiti. Have 80% of the world’s NGOs as board members. WiMax mesh network coming: Cisco, DoD. NetHope and technology partner, Inveneo, en route to providing Internet connectivity via VSAT / Wimax link in Port-au-Prince and surrounding areas: http://www.nethope.org/
World Bank: flash appeal; immediate money for blankets. Joint damage assessment coming after emergency phase is over; health issues, bodies, etc. UN & World Bank works together on that, will focus on damages and losses methodology.

UN recovery conference within a month.

DoD is lighting up mesh nets for humanitarians. 

Group in DoD that focuses on “hastily formed networks” in Naval Graduate school. Focused on Myanmar; brought comms into Thailand; in Florida today, preparing to deploy to Port-au-Prince Monday; Have 15 fly away kits. Their intention is to set up communications

Status

Internet: Generally speaking, all had local ISPs, connectivity has died off. Do have Internet exchange point. Authoritative domain name server (.hu) did fall over. Packet Clearinghouse did take over.

Typically connection provided by line of sight wireless techs. NGOs responding with emergency response systems. People have moved over to satellite phones. UN (likely) has established communications hub. Packet Clearinghouse working to get exchange online, working towards Internet Minicore Infrastructure. Possible that DNS resolution will be affected. Right now, most connectivity through satellite systems.

Submarine cable has been damaged, which were reported 1/14. Most ISPs in the country have remained operational, but two of the best known – Hainet and Access Haiti – were reported yesterday to be non-functional (although this was unconfirmed).

Cellular/Wireless: SMS exchanges continued working, despite voice collapse. Getting jammed up. Lost about 50% of infrastructure; may be simple as misalignment. Likely microwave backhaul to connect towers. 3/5 major radio stations working. Voice of America working. Cell phone subscription was only at 28%. Not clear whether cell provides are lifting minutes limits.

SES World Skies announced it was donating teleport access and capacity on five of its own satellites to aid relief efforts in Haiti. The operator said its AMC-1, AMC-6, AMC-21, NSS-7 and NSS-806 spacecraft would provide domestic communication links as well as international connectivity.

Physical: Lost port system. Docks, cranes gone. No overnight capacity, fuel of planes. 2-3 hours holding pattern. One landing strip. Power grid degraded. Generator power.

Challenges

On public, private cooperation: </b>DoD acquisition rules are an issue. Command & control looks like it will come from the US military; distribution of supplies is NGOs.

Desire: to get letter to Aneesh, Andy McLaughlin about info sharing environment. Past experience – private/public partnerships, for instance television in Bosnia. Need to severity index event, determine trigger points. Potential to upgrade towers to 3G? How are towers connected? Fiber? Wire backhaul? Need to be careful about  ignorance of quality of services issues.

Google announced free Google Voice calls – not the most efficient use of bandwidth.

On finance Normal timeframe for being able to move from World Bank – 3-6 months in terms of being able to provide funds for reconstruction. Issue is who to pay, what account. Considering sending people with cash, rather than funneling through NGO. 8M immediately released. 100M is a pledge will soon be released. Issue is govt doesn’t have capacity.

Focal point is the Haitian Minister of Finance. World Bank normally a minimal role; Haiti may be different. Can’t cover military goods, troops. Govt of Haiti shoudl be aware that whatever they implement has a good chance of being retroactively financed.

Comms need to connected with the people who will need it.

January 13

American Red Cross
  • The American Red Cross is sending money, supplies and staff to Haiti to support relief efforts there after yesterday’s earthquake, which caused catastrophic damage and loss of life.Debris and collapsed bridges are making access to many areas extremely difficult. Telephone service and electricity are out in many places. Haitian Red Cross staff worked throughout the night to rescue people still trapped in their homes and provide first aid. The priority remains to provide food, water, temporary shelter, medical services and emotional support.
Americares
  • AmeriCares, a global health and disaster relief organization, has provided emergency relief and lifesaving aid for millions affected by catastrophic disasters around the world for over 25 years. AmeriCares has been working in Haiti since 1984, and since that time has delivered over $145 million in aid for the people of Haiti.
  • AmeriCares is sending $3 million worth of medical aid to survivors of yesterday’s deadly, 7.0-magnitude earthquake in Haiti from its Stamford warehouse.The shipment includes antibiotics, pain relievers, bandages and medical supplies for survivors with trauma injuries. AmeriCares is working with partner organizations to distribute the medicines and supplies to hospitals and health clinics in the affected areas. AmeriCares relief workers are en route to Haiti to oversee the aid distribution. Additional shipments will follow in the days and weeks ahead, including an additional 10,000 pounds of emergency relief from our warehouse in Amsterdam. "Medicines and supplies are critically needed in Haiti right now and our emergency response experts are working around-the-clock to get those lifesaving products into the hands of medical personnel treating survivors," said AmeriCares President & CEO Curt Welling.

  • CRS is committing an initial $5 million dollars for aid and has pre-positioned food, water storage containers, bedding and other supplies in warehouses in Haiti, though it was unknown at that time if the warehouses were damaged. Save the Children
  • Save the Children has worked in Haiti for more than twenty-five years with about staff on the ground, primarily in the capital city of Port-au-Prince and the Central Plateau region, providing vulnerable children with health, education, protection and food security programs.
  • Save the Children launched emergency relief effort to assist in Haiti. They will bring water purification tablets and food. We will be working to get our initial response – hygiene and shelter kits – up and going and hope that by tomorrow (1/14/10) we will be able to make the first distributions.

  • On January 13th, WFP distributed high energy biscuits (HEBs) to 3,000 beneficiaries in Jacmel.
USCG
  • A January 13 U.S. Coast Guard (USCG) preliminary port assessment indicated blockage due to significant debris and a collapsed crane, as well as considerable damage to port piers. A January 14 USCG assessment of the Gonaives port, located approximately 69 miles north-northwest of Port-au-Prince, indicates that the port is currently functional. The Gonaives pier allows a 21- to 30-foot draft and has a 180-ton functional crane. Under normal driving conditions the port is approximately three hours travel by land to Port-au-Prince. The U.S. Department of Defense (DoD) expects to release the results of a formal January 14 assessment of the port facility at Port-au-Prince in the coming hours.

Americares
  • AmeriCares is delivering $5 million worth of medical aid and a team of relief workers are en route to help earthquake survivors in Haiti.

The shipments of lifesaving aid, leaving from their warehouses in Stamford, CT and Amsterdam, The Netherlands today, are bound for Miami where they will be consolidated before continuing on to Haiti. AmeriCares is working with partner organizations to distribute the medicines and supplies to hospitals and health clinics in the affected areas. The AmeriCares relief workers will oversee the aid distribution and assess the health care needs in preparation for additional deliveries of critical medicines and medical supplies in the days, weeks and months ahead. "Today's shipments are just the beginning of what we anticipate will be a long-term relief effort to help survivors of this catastrophic disaster," said AmeriCares President & CEO Curt Welling.

  • Karel Zelenka, CRS' Haitian representative, reports the CRS building has cracks and workers have been working outside the building, going inside only when absolutely necessary.   • Have flown in 25 tons of relief material: tents, medical disaster kits, blankets, plastic sheeting, jerrycans, and hygiene and cooking sets. via MSF_USA
Save the Children
  • Save the Children’s response team began distributing IV solutions and medicines to 14 hospitals and clinics throughout the Port-au-Prince region. A truck load of family kits and hygiene kits just arrived at their office in Haiti from their office in the Dominican Republic. They will begin distributing those supplies immediately. They have 20 vehicles and 27 motorcycles to deliver aid.

January 15

General
  • On January 15 at 1800 hours local time, four of the five 35-member U.S. Department of Health and Human Services (HHS) Disaster Medical Assistance Teams (DMATs) arrived in Port-au-Prince to commence rapid-response medical care operations, as had a 35-member International Medical Surgical Response Team and a 35-member Incident Response Team. The aircraft transporting the remaining DMAT and a Disaster Mortuary Operational Response Team was diverted to Turks and Caicos due to air traffic congestion. The group is scheduled to depart for Haiti later on January 15. (via SmartBrief)
  • According to PAHO, at least eight hospitals and/or health centers are unable to function due to earthquake-related damage. Functioning health facilities are overwhelmed, forcing individuals to seek treatment in makeshift areas. At least 13 countries in North and South America have confirmed the deployment of medical teams, and 24 international search and rescue teams are operating in Haiti, with four additional teams en route.   • IOM has commenced distribution of relief supplies, including tarpaulins, plastic sheeting and other shelter material, as well as water containers and bladders, according to OCHA. The IOM supplies are sufficient for an estimated 10,000 families. (via SmartBrief)
  • Haitian airspace is open only to humanitarian aircraft operating to and from Haiti airports, and over-flights are prohibited due to limited staffing, according to a January 15 U.N. Logistics Cluster report. [1]
  • The U.N. Logistics Cluster reported that numerous aircraft continue to await a spot on the landing clearance ramp at Port-au-Prince Toussaint L'Ouverture International Airport (MTPP), some for multiple hours. (via SmartBrief)

  • The Port-au-Prince port is currently inoperable. A January 14 U.S. Coast Guard (USCG) port assessment indicated blockage on the road leading to the port due to significant debris, severe damage to the port building, as well as considerable damage to port piers.   • Traffic is beginning to clog the road from Santo Domingo, Dominican Republic, to Port-au-Prince as aid organizations begin to transport relief commodities overland. Americares
  • The first of many AmeriCares airlifts is scheduled to land in Haiti on Saturday. Trucks, planes and ships stocked with lifesaving aid are also being deployed to Haiti from strategic locations in the United States and abroad.
Catholic Relief Services (CRS)

WorldVision
  • World Vision commenced emergency relief operations in Port-au-Prince, Haiti's devastated capital city, with distributions of essential medical supplies to city hospitals.The distributions began on Wednesday, the day after the quake, and continued on Thursday, despite World Vision's own offices suffering heavy quake damage -- the worst to hit Haiti in 200 years. World Vision's main office building was rendered unusable, but operations continued from a second building.
  • World Vision Landcruisers negotiated choked and rubble-strewn city streets to bring the aid. Dead bodies were piled up on sidewalks, and residents of the city chipped away at collapsed buildings with crude tools in a desperate effort to free trapped relatives and loved ones. City hillsides were turned into a sea of rubble as buildings collapsed domino-style on top of one another.
  • The aid to hospitals included surgical gloves, syringes, antibiotics, and bandages. The supplies were intended for World Vision's rural development programs but were reassigned to Port-au-Prince following the quake.
  • At L'Hospital General in the downtown area, all patients were transferred outside the building, since most of its structures were completely destroyed and those left standing were unsafe.Patients lay on stretchers and beds in the hospital grounds and surrounding streets -- many suffering from smashed limbs, and some awaiting amputation.Hospital manager Guy La Roche said the supplies were welcome, as the hospital's own stocks were destroyed in the quake.But he added that the hospital's activities continued to be severely restricted due to a lack of running water and electricity. He hoped the government would soon restore services.

  • On January 15, USAID/FFP announced the provision of an additional $30 million to U.N. World Food Program (WFP) emergency relief efforts in Haiti. The contribution is in addition to the $18 million food aid contribution pledged on January 14. [2]

  • On January 15, four 72-member USAR teams from Fairfax County, Los Angeles County, Miami-Dade County, and Miami City, and one 42-member team from Fairfax County continued to conduct search and rescue operations in affected areas. In total, 330 U.S. USAR team members are contributing to the international effort.
  • Two USAID/OFDA-funded U.S. Federal Emergency Management Agency (FEMA) communications specialists arrived in Port-au-Prince at approximately 0900 hours local time to develop a command and control communication network to support USAR teams and facilitate expanded search and rescue operations.

  • U.S. Secretary of State Hillary Rodham Clinton and USAID Administrator Rajiv Shah announced plans to visit Haiti on January 16 to meet with Government of Haiti officials and the U.S. government (USG) field relief team and personally convey support to the people of Haiti.
  • USAID/FFP is providing approximately 14,500 metric tons (MT) of P.L. 480 Title II emergency food assistance valued at approximately $18 million intended to feed an estimated 2 million disaster-affected individuals during the next six months. In order to expedite delivery, the food aid will come from Title II prepositioned stocks in Jacinto, Texas. The contribution will include 7,000 MT of rice, 4,550 MT of corn soy blend, and 3,000 MT of vegetable oil. Food aid will be transported in multiple shipments, with the first shipment expected to arrive on January 28th. The U.N. World Food Program (WFP) and non-governmental organizations (NGOs) plan to distribute emergency food aid.
  • Additionally, USAID/FFP partners have confirmed availability of 7,146 MT of P.L. 480 Title II food aid already in-country. USAID/FFP is working with these organizations to develop plans for the distribution of the commodities to earthquake-affected populations. (posted on January 16th but warehouse may have been looted).

  • States over $11.9 million dollars in cash and commitments have been donated, with $7.3 million coming from the internet. via CRS Blog
  • Expects 1500 metric tons of vegetable oil and grains from USAID Food for Peace to arrive at the northern Haiti Port of Cap Haitiene by the end of the day. Six trucks full of food, hygiene kits, and tarps are also expected from Santo Domingo. via CRS Blog
MSF (Doctors Without Borders)
  • An MSF cargo plane carrying an inflatable surgical hospital was not allowed to land in Port-au-Prince, despite reported guarantees by the United Nations and the U.S. Defense Department, and was re-routed to Samana, in the Dominican Republic. All material from the plane is now being sent by truck, adding a 24-hour delay for the hospital's arrival. (via @Politicol News)

Haiti Mapping Timeline

Summary and analysis

Private companies and the US government did a good job releasing images in a fairly timely fashion. Nonetheless, there was one to two day lag between the initial need for interpreted map data and availability to the public. The open source community was able to rapidly integrate imagery, ground reports, and analysis that responders are using on the ground.

Following the earthquake at 5 pm on January 12, the first satellite and overflight photos of Haiti were acquired on the morning of January 13. Some of these (e.g., GeoEye-1 imagery via Google Earth and overflight imagery via APAN) were made publicly available by the late afternoon to early evening of the 13th. The first damage assessments based on imagery were released on the evening of January 14 by UNITAR/UNOSAT. Meanwhile, in the open source community, OpenStreetsMap was assembling a rich library of imagery overlays, including resources available for upload to GPS units on the morning of January 15. Among responder organizations, requests for mapping information began January 13. These requests included identification of displaced person concentrations, medical and public infrastructure location and status, damage assessments, and GPS-usable data sets.
